Many people reach the Tobago Cays on a sailing charter and sleep on board their catamaran or sailboat inside the Marine Park. It is a classic Grenadines experience: wake up on a mooring, swim before breakfast, and watch the light change across Horseshoe Reef.
There is another very good way to do it: stay on Union Island, only a short fast-boat hop away in good conditions, and take a private boat excursion into the Cays. You get a real bed, restaurants, land-based comfort, and still spend the day with turtles, reef, beaches, and a possible BBQ stop.

For private trips, boat choice depends on group size, sea state, luggage, and the kind of day you want. Larger center-console boats are more comfortable in wind and chop. Smaller RIBs can be efficient for smaller groups and fast transfers.
